the Russians doing the body transplant thing. Why not the Germans?

So the movie has Russian black market dudes doing the whole frankenstein type body transplant stuff for that bald guy to have his head attached to a woman's body or whatever?

Isnt that kind of stuff the Germans would do?

It was Russians in the movie because that part of the story was based on historically documented accounts of Russians actually conducting those kinds of experiments/operations on dogs.
