Worst blue screen effect ever?

Has anyone noticed the absolutely horrible blue screen in the deleted scene with Michael Douglas sitting on a bench talking to Kim Bassinger? One of the D.C. Memorials is supposed to be behind him, but the effect was so poorly staged, it looks like something out of the 1930's when a different background was used when someone was driving to make it appear as if the vehicle was moving.

I truly cannot recall another movie made in the past 30 or 40 years with such an amateurish effect. It looks like the budget ran out before the scene was shot and they just said "what the Hell, just shoot it."

The effects were probably un-finished.
Edit: Just listened to the commentary for the deleted scenes, the effects were crap and that's why it was taken out...

You cannot hold deleted scenes up to the standards of a finished product.
