...Mr Ross the pre-paid phone as he walks right by him. The bald-headed guy with the handheld camera (on elevated floor) was watching Ross the whole time Bourne walked by him and put the phone in his pocket. Bourne was facing the camera, so wouldn't Noah Vosen (who was watching on screen) have recognized Jason just like he recognized him when he saved Ross from the grab teams?
