There is a movie like this I'm looking for

A couple of yrs back I caught a crazy movie on cable and never saw it again.I don't remember the actors but I just remember there was a serial killer and there was a cop who had became a serial killer to catch the serial killer.It was kind of low budget and no it wasn't Dexter or Devil's rejects.It was great and I can never find it.There was at least one known older actor playing the crazy cop.Any suggestions on what it was?

Maybe its Suspect Zero? Ben Kingsley plays a Killer of Serial Killers.
