The number of viewers has fallen almost in half between "The Woman Who Fell to Earth" and "Rosa". It took only two weeks:

Episode 11.01 has the highest viewers for regular episodes at 11M. It was really hyped on BBC TV/radio.
Followed by 11.02 at 9M and 11.03 at 6.4M. Previous season, 10.01 was 6.7M and the rest of 10.X was under 6.0M.
So the first female doctor brought more viewers, but interest declined and we're back to regular viewer numbers.

For now. Viewer's profile has changed (this season is having more female viewers than male ones, for example).
If the show loses the traditional viewers but fails to catch the new ones, numbers are likely to keep going down.
There's more: there's no season story arc this year. They said that's closer to the old show, and that's true (though back then there were mini-story arcs running along 6 or even 8 episodes). However, re-aiming the show to a new viewer profile, which is risky business, and giving up story arc that very same season, knowing that a season's story arc is one of the most useful tools to build viewer's loyalty, which is exactly what you need when you're trying to aim the product to a new profile... that's NOT smart business. Old British never would have made that mistake. They were sharp as hell.

Besides that, those numbers count additional broadcasting during the week. I don't know for how long the BBC has been calculating viewers that way, but they create an artificial boost, compared with old seasons.

To put that in perspective:
Lowest rating for season 10 is 7.1
Season 9: 6.0
Season 8: 6.2

Season 5: 6.8 (that stupid skittles Daleks episode)
Season 4: 7.6
Season 3: 6.7
Season 2: 6.1
Season 1: 7.1
In other words, out of all the nu-who episodes, it's the worst episode of all.
The imdb reviews for 05 are much better than 04. The ratings are rigged.
If you look at the ratings, you see plenty of fake 1* votes for this season from pathetic trolls.
There are fake 1* votes everywhere you go in IMDB. Similarly there are fake 10* votes as well, just check out the bottom 100 movies list. Besides, you can't fake the viewing figures. This season's popularity is plummeting fast. I'm going with the majority vote here.
