Elder Intent Question (Spoiler)


Is the chief elder Meryl Streep wanting the sameness of society to end and the memories to return?

I ask because of the scene where she tells the guy remote controlling the drone to catch him and then let him go. She uses a hand signal of the drop. The remote pilot dropped him over water with a chance to survive as opposed to flying way up and dropping on the ground where he and the baby would smash. The look in her eye as she said it is what gave me that impression, that she was bored with her life as chief elder and a lying politician. When she said if humans get to choose, they always choose badly, may have been what she had to say overtly. Combine that with the past failure dialog. Was the failure by the givers daughter
the failure to cross the barrier and return the memories the previous year or was it because she took the memories and ran like the current receiver?

Maybe a question for someone who read the books or other viewer's perception.

I haven't read the book, but my impression was she wanted them killed. She wanted it all to remain the same. 

In the book, the Elder was a minor character who was seen only at the ceremonies, specifically the Ceremony of Twelve where she told Jonas he was selected as the role of Receiver of Memories. She was as ignorant as everyone else in the community regarding the concept of anything different than Sameness.

Thanks A_Bob. Since movies often deviate away from their book base it was hard to tell if she had any conspiracy abilities. I guess the drone controller decided to give them a swimming chance? I did not see where the pilot had skipped his morning meds like Fiona and Jonas had.
