The book has it that the people who built Jonas' Community flattened the area for miles around, or as far as they travel. The area outside that area is normal and has differences in elevation, including hills.
I don't know why they showed a plateau in the movie other than for dramatic effect. I viewed the book's community as more like sea level as they had waterways and fisheries in the community.
The second book "Gathering Blue" was far more of a post-apocalyptic kind of village where they lived mostly in earthen homes except for the elders who lived in a building that once housed a church as well as rooms that all had private bathrooms. Somehow, even without electricity or anything else that could be considered knowledge of plumbing, the water still came out of the taps and toilets. Even hot water was available.
"The Messenger" was just a community that welcomed everyone from all communities. It had no electricity. It seems as if the Community in "The Giver' was the most technologically advanced. the one thing that is similar in all of them is there are people with special abilities in all or many of the communities.
