In this community and region, yes. They required sameness and that meant sameness in skin color as well. The geneticists hadn't perfected the red hair gene to get rid of it, though. There were communities elsewhere that were more diverse.

Yes it was the part of sameness.
Also it's a South African movie. The official language evolved from Dutch. Many white people live in South Africa. Research the apartheid to understand more. I think it's kind of fitting this is a South African film and sameness is people that are white.

I saw at least one black woman sitting besides Meryl Streep on that higher council (or whatever it's called)...and the lady on stage with Brenton when he is chosen as the Receiver of the Memory did look black to me. Maybe I'm mistaken...
