In the US, just as with government, we have law enforcement at the state level (state troopers, like in 'The Departed'), local level (e.g. Los Angeles Police Department), and at the federal level, which has jurisdiction all over the country (FBI, DHS, DEA, etc).
The military and CIA, while not law enforcement per se, are also federal agencies.
They sleazy fat guy who recruits him through DHS may have been CIA, but it's never really said. I don't believe Jim was being recruited to be a bonafide CIA agent though, as they have to jump through a lot of hoops in the hiring/ training process. In fact, I don't think he was being hired as an official agent of any kind. The impression is given that he's being hired as an expendable run and gunner for some sleazy, off the books operation where his mental instability and propensity for illegal activity are not considered liabilities.
