Why do they call the people they capture...

Every name in the book and talk to them like dogs while they are cuffing them, but once they get them in their vehicle they do a 180 and start offering them something to drink, giving them smokes, and talking to them like they're buddies?

Heat of the moment, I'm guessing. By the time they get the fugitives into the car, the tension's died down and everybody's cooled off.

They can't say "Get down! PUT YOU HANDS ON YOUR HEAD! HEY, YOU WANT A CIGARETTE? LOCK YOUR FINGERS! OK CUFF HIM!!". After all that is over then they give the guy a smoke and try to preach to him. The reason for the preaching is Dog and other members of his family have had substance abuse problems and part of recovery is giving back. They feel guilty for the damage they caused in their own addictions so they try to make up for it by trying to steer the bail jumpers down the right path.
