Yeah, it's her. She's a model by profession, and the picture is found in the apartment of a photographer (who photographs models for a living) so it makes sense. As for meaning I guess it's an interesting coincidence that they should inhabit the apartment of a person who has a photograph of one of them hanging on the wall. It's also significant in that they both like to photograph themselves superimposed over the household photographs of the houses they break into, so it's a sort of reversal of roles when he goes to photograph himself and realizes it's her.
