The whole "the place where empires goes to die" thing is a myth..A-stan has been conquered and part of larger empires numerous times

The Romans held many regions for centuries. Many of the European territories were occupied by foreign armies at some point until the two cultures simply blended together, i.e. Britain.
Genghis held is for some time. Also Timu the Lame conquered afghanistan

Nobody has ever wanted Afghanistan bad enough to hold it. Until they discovered oil that is.

Previously it wasnt important enough to keep. The British empire could of taken it, at the expense of weakening its hold on other more important places. I think Afghan is always seen as a buffer state, e.g in the British Empire times it was important to make sure the Russians didnt get it and threaten British India, today it is basically a perfect excuse for a huge western presence near very important nations such as China, Russia, Pakistan, India, the rest of the middle east and central asia. And its full of minerals, gas, oil and has a monopoly on heroin world wide.
No one wants to keep afghanistan and develop it properley as it just doesnt seem worthwile, and there are so many different races and religions of people that are just hard to control.
The Afghanistan area has been invaded many times in recorded history, but no invader has been able to control all of its regions at the same time, Alexander may have won the battles but he never defeated the Afghanny people.
