Okay, so Halloweentown 2 ends on Halloween night.
Then Marnie gets summoned to the Halloweentown council for opening the portal in Halloweentown 2. But did they wait a full year to question her about it? Apparently it's been a full year because Halloweentown High is just before the next Halloween. Did they really wait a full year to talk to her about ripping a gaping hole in the fabric of reality?
Well SHE didn't rip the hole in reality. She just kept the hole OPEN forever instead of for 24 hours. In wouldn't take more than a powerful group of witches to close it again.

Just a plot someone pulled out of their backside I guess.
Well the council meeting was called because of her proposal to bring students from Halloweentown to the mortal world high school; remember one of them was holding the letter she wrote? So I think she sent the proposal, and the council replied back to her with something like "Well you circumvented our rules and opened the portal, why should we take this into consideration, etc." and that's why the council meeting was held at that time.
Also, it's a Disney movie so some things have to be taken with a grain of salt haha.
