I know he wasn't, but the way Sean Penn acted made it seem like Stark was drunk half of the time, which was kind of funny.
I especially thought so during that first speech he makes where he announces he will run for governor on his own.
Well, actually he sort of is. With the exception of the beginning, when he is still on terms with his wife. But, as soon as they hit the road, officially beginning with the scene where Stark finds out he's being used to split the vote. And, Jack's character IS a drunk, an admitted one, so the two of them certainly tie one off fairly often. Many of the scenes and wordings are straight from the book, and in the book, drinking is a large theme.
