So did Harlan really know Charlie, the character played by Bruce Dern, and did he really have permission to take that horse out whenever he wanted? I was never really sure.

no he didnt, he was lying so deep he half believed himself.
i just now figured out it was bruce dern! couldnt believe it. where has he been?

It was at this point in the film I realized Harlen was a complete nut case. Poor bastard.

I agree, Harlan clearly never met the Charlie guy before, however this was the funniest part in the film.
This scene and the cinematography kept me from rating it a 5 and I gave it a 6.
