The boy named Simon. I don't know who the actor is, never heard of him.

I think the boy who played Simon was in Love Actually. He played Liam Neeson's son.

Thomas Sangster (now known as Thomas Brodie Sangster) plays him. I'll always see him as Feather Boy, the first thing I ever saw him in. Mainly known for Love Actually and Game of Thrones. Other minor roles include Doctor Who in 2007, and he played Ferb in Phineas and Ferb, but he rarely speaks.

Freddie Highmore's an American actor and it's a mainly English cast, all of the children are definitely English.

Not American, he's actually English:
"Freddie Highmore was born on February 14, 1992 in Camden Town, London, England as Alfred Thomas Highmore. He is an actor, known for Charlie and the Chocolate Factory (2005), August Rush (2007) and The Spiderwick Chronicles (2008)."
