I wouldn't say it was "supposed to be" the final season. However, the show's future beyond season 7 was uncertain, so they did a season finale that would provide some level of closure in case it was canceled. But it was also partially open-ended so that it could continue if it was renewed. Same thing happened with seasons eight and nine. In each of CSI: NY's last three seasons, the show had a 50/50 chance of being canceled. None of those season finales were official series enders, but it was obvious that the producers were playing it safe, as I'm sure they didn't want the series to end with an unresolved cliffhanger.
