I was watching season 4 episode 3, where Chriss and Steve-O got a tattoo from this Indian dude. they said Angelina Jolie got hers there too.
Where was this and why did he just put something on there without asking what they wanted?

It was in thailand...

And the tattooist is an apparently very spiritual guy and a legendary tattooist. So he chose for them
