Filling in the blanks with my own thoughts

Everything I read suggests that the Marked are the faction trying to maintain the status quo. I got the impression that of the two factions, the ones who can pull people in and out of the timeline would most likely be the faction living in the healthy city. The Marked, as best I recall, have a one-way trip into a host body (not sure how the first person got infected) and never speak of having special abilities. Their ability to travel through time seems more technical while the faction supporting the 4400 probably has people with abilities that can time travel people (I think even themselves as can be seen kidnapping Maia). It seems the city of the future is being built in Seattle by the 4400, so would the Marked not be the ones living in the wasteland? To preserve their timeline, the 4400 (Promicin positives) faction have to create the circumstances that give them powers and their city in the first place by seeding the past. The wasteland is inhabited by the normal humans who avoided dying in the catastrophe and either couldn't or refused to take the Promicin. Sounds like Jordan wanted all normal people to go away eventually, so it would be safe to assume they would be the ones with no access to the last city on Earth. Of course this show is just a giant plot twist with people switching allegiances every season, so who knows how it would have played out. Maybe I should read some of the books, but I hear there's no conclusion there either.
