I just watched the episode in which Collier "neutralized" the enhanced soldiers in Promise City. I don't recall his having any abilities, via resurrection OR taking Promicin, which I've been wondering about. Did he take it? I don't have the best memory.

Just finished watching the 4 seasons; still fresh in my mind. As far as I can remember, we know Jordan is a 4400, but there is no evidence of what it is for a long time. After his return, you'd be his ability has to do with immortality (otherwise how does he come back!?). But then, out of the blue, and to come back to your question, there comes the ability: the man can take away people's abilities.
shareHe didn't demonstrate any abilities before he was shot, so we don't know for sure if he had them. But he was an original 4400 and at the time he wouldn't have had any motivation to use that ability on other originals. Additionally he might not have had knowledge about this ability himself but once he got shot he roamed the world and time and he learnt things - including what he should do to save the future.
My guess it that neutralizing promicin was his original ability and he became aware of it once he roamed around - potentially had something to do with the prophecy and all... the only hole that leaves is Isabelle and why wouldn't he just neutralize her - but that might have been due that she was too strong and he couldn't connect with her long enough to get it done.
He removes someones ability before the end of season 3.
Lbefore he was shot he would have been on the inhibitor so he would not have developed his ability yet.
