Last book for 4400: Part I

Kyle has 4400s to attack rogue 4400s who are determined to fight NTAC. It's in a section that only the government oversees. After the 4400 peace keeper soldiers deliver them into Tom Baldwin and Diana Skouris hands, Diana learns that Maia her daughter gave the unauthorized tip off of the battle between the rogue 4400 and the NTAC agents. Diana is furious and goes home to chew her out only to realize she's ran away from home to stay with Jordan Collier.
Jordan rails into Kyle for giving the orders for the 4400 to be in the section the U.S. Government oversees and for interfering with the battle. He mentions how men died and he needed to listen to his directions more then Cassie his spirit advisor.
Later Dennis Ryland meets with a Dr.Jake, Wells and woman named Kourouda who are actually the marked who come up with anti-matter bomb that will remove the promician positives of the world's abilities without physically harming them.
They just need Dennis to supply a sample of it from CERN. They convince Dennis and he gets someone to hack into NTACK server to locate the location of the anti-matter.
Maia has a premonition of the government attacking the 4400 center. She tells Jordan who send Kyle to take care of the situation. Kyle has three 4400s to take care of the situation by remote viewing, one has ability to control with mind mechanics of machine and the direction of flying objects, another one controls the waters and seas with the mind. The missile that is headed to the 4400 center is taken controlled of mentally by the group. Cassie tells Kyle to turn the warhead back to the sender which is a navy ship. It is sent back and kills 400 men and women.
The government decides to secretly declare war on the 4400 when they discover the sample anti-matter to build a bomb is missing. They along with Diana and Tom don't know that Dennis Ryland is behind the theft. They all think Jordan had a 4400 to steal the sample and they're planning to create a bomb of some kind. Maia argues with Diana about not coming home and not being treated like an adult and respected and she would stay with Jordan.
While on phone arguing with Maia all of the streets in Washington,Seattle start to turn off. The streets look vacant because most of the people have left fearful of a possible fight between the U.S. And 4400 occurring in the streets.
Jordan stands on top of a building waiting for his advisors Kyle, Gary Navarro and Maia.
Maia tells him there will be death and destruction and he'll mention how everything takes sacrifice.
The NTAC office is vacant at night and Marco and Tom look stunned and in amazement as they look at various screens from all over the world of fighting, warring and mayhem in the third world and Middle East because the poor who took the Promicin and lived are fighting back against their oppressors.
