Dogs, and many other animals, have anal glands that secrete their scent, usually when they deficate. It's a way for them to mark their territory. Since most homeowner's prefer not to smell their dog's pungent smell, their vet or dog-washer will squeeze the glands while cleaning the dog. This gets rid of the fluid and saves the homeowner from unpleasant odors. Sometimes dogs have trouble releasing it themselves as well so the Vet will relieve them of uncomfortably full anal glands.
Anal glands are also how skunks and possums release their respective aromas.

i work at a vet clinic and we do have to express cat's anal glands, just not as often as dogs.
It's not just the scent thing. Dogs' anals are expressed mainly because it causes them discomfort if they cannot express all of it themselves. Ever seen a dog scooting its butt across the carpet? That usually means their anal glands are full and they're a bit uncomfortable.
