Did they sue him or prosecute him?
I remember Kimberly talking about how anybody could sue anybody, and they would sue Mr Anderson, and she was referred to as the "plaintiff", but then they also implied that the public prosecutors were taking the case and said at the end that "charges had been dropped". Were they suing him, or telling the police so he could be criminally prosecuted? I suspect whoever wrote it wasn't clear on the law and didn't really know.
