Is there a connection between this film and PT Andersons short?

I have heard that PT Anderson did a short of the same title in the early to mid 90s. I heard him talk about it on a DVD extra feature and what he stated was similar to this film. People talking over coffee and cigs, while enjoying them both...anyone out there have an answer?

Though I havent seen it, I read that it connects all of the characters in the coffee shop unlike this. I'm pretty sure it is something else entirely, though its interesting to note that Jarmusch credits P.T. with a special thanks and the end of one of his films.
