In the movie did they give Luke shell shock as the reason why Johnny Knoxville didn't do any of the dangerous driving stunts the Seann William Scott did?

No, in the series, John Schneider (bo) did most of the driving, and I guess they wanted to keep that the same.

I don't think any of these actors did any dangerous stunt in the film, not even if Johnny wanted to do some... they just didn't let him do, except, if memory serves (form DVD comments), getting out of a moving General Lee (just before the race starts).
