Why did Samara want to be Rachel's daughter?
Or was this a ploy to gain power? I've only watched the movie once.

This is hinted at in Aidan's dialogue when Samara is speaking through him:
AIDAN
I wanna go home to Mommy.
DR TEMPLE
Well, we need to talk about her.
Can you tell me about Mommy a little bit?
AIDAN
She loves me.
DR TEMPLE
I know that she does.
AIDAN
She went looking for me.
She tried to find me.
Basically in The Ring, when Rachel investigated the tape, went looking for Samara, found her in the well, and set her spirit free, Samara took it to mean that Rachel wanted to be her mother (because aside from spreading her curse, Samara's only other big motivation is having a mother). Samara spread her curse more hoping to find Rachel and she finally got lucky when Jake watched the tape (as evidenced by the "I found you" scene in the ambulance).
