Yeah, that's pretty well it. I just re-watched the scene from about 1:06 to about 1:13 on the DVD. A white cop who had already had a questionable record just shot and killed a black cop. The DA's office wanted to make an example of this white cop but Waters (Cheadle) wasn't sure, it seemed the evidence pointed to the dead black cop as being involved with illegal drugs. He was doing his best to do the right thing, not just what the DA's office wanted. In the end he was convinced to compromise his principles and go along, even though he knew it was probably wrong.
To me this scene was used to dramatize what kinds of things really do happen in big city law enforcement. Judging from the news over the years I suspect it is more true than fiction.
