the scene where theres a sports show in the background?

im a bit confused about the scene where there is some sports scene in the background, and there is some guy that is doing something to joseph but every once in a while joseph would be like hold on a sec, and then say something into the mic? why was he doing that? i am confused :/

The man under the desk was performing oral sex on Joseph's character Neil while he was commentating the baseball game, so he kept telling him to stop when he needed to say something over the mic.
