What was Arnold's point exactly? Why did he have to inspect the t-shirt right then and there? Couldn't he have waited the one minute until after the timeout?

Because it's human nature to investigate something free you were given. And it was an important part of the task, the shirt itself

It was hilarious. And when he said LIsa looked good "for her age" lol.
