Did Chael get shocked when he cut the cord?

They were behind on the design and Chael knew, according to the rules, that the only thing that could buy them more time was technical difficulties. So he cut the cord on purpose to buy the team more time. When they were in the board room, both Carson and Lisa told Arnold that Chael had done this and that they weren't comfortable with cheating so Chael got fired for it.

There was a sparking sound but I don't think Chael got shocked, and it appeared to me that he was crouching and attempted to hide what he was doing (even though it was in full view of the cameras, lol), but he wasn't actually lying on the ground. I still can't believe that he reacted like he didn't know it was considered cheating.
