Why did Martin voluntarily come forward to the police? Angelina Jolie said the police were nowhere close to catching him.

They either catch him in the middle of changing identities, or, as the Jolie character lays it out at some point, he wants to get caught.

I think he wanted to insert himself into the investigation, as sometimes serial killers do. He had already been taunting the cops by not hiding the bodies very well.
