Why the FBI?

If it's set in Quebec, in Canada, why wouldn't they just say she's with the RCMP? Or if you want her to be FBI, why not set it in the United States? It makes no sense that an FBI agent would be called in to work on a Canadian case, allowed to user her weapon, etc., as though there are no experts in all of Canadian law enforcement.

Why? Because its an American film

Highly unlikely, but it's possible.

Her specialty was profiling...the chief inspector had worked with her before...and they needed an expert in that field...I thought that was pretty obvious.
