no perm will do that. try bringing in a pic of their hair to a hair salon and they will do it or a friend or family member that is really good at doing hair. i'm pretty sure all u need is a styling cream, a curling iron and hairspray.

Well when it was like an Afro I thought they looked (not being racist) black not white. I loved their hair when they come out of the store though.

shareIf you naturally have wave in your hair(like they do) it is easier, though you can still try spiraling it with a curling iron, seperating out the spirals then adding some hairspray. If you have naturally wavy-ish hair get it wet get some stuff like gel or curl stuff and scrunch it. It will pretty much have the same effect.
