Is Cyberbrains the law?

Because there was one episode where there is this group who are against cyberbrains (it was a while since I saw it, so that might be wrong). And the ending with the young girl being taken in by the police made me think this question. Is it the law to have them?

No, the vast majority of the population has them just because it makes life so much more convenient, i.e. instant communication. The terrorist group in that episode were against them because their ideology was of a Luddite kind.
