last episode

so we find out in the last episode that the chief found a way to dissolve section 9 and form it back together after the elections with all of the original members so long as they all stay alive - which he assumed they would. so instead of telling them to simply give up, he kept silent and let them fight, killing many of the other organizations troops and placing themselves in danger. let's face it...bato was able to survive because of the tachikomas good timing...and the internet guy (dont remember his name,) well he was just lucky that he didnt get killed after blowing up the internet cafe.

although the previous episode was awesome and action packed, it seemed so unnecessary when we are provided with the new information in the last episode.

others opinions?

Yeah, I felt exactly the same. Not the most thought-out scheme on the Chief's part.

When darkness overcomes the heart, Lil' Slugger appears...

You missed the whole point of the scheme, which was the restore Section 9's status as a SECRET department. Their existence was publicly confirmed by those who they were working against in an attempt to discredit and destroy them, which is what all that talk about the defence force restriction act was all about (the public being VERY anti-military/covert ops in the GITS:SAC universe). The only way Aramaki could restore the department to its former status was if the public saw and believed it to be destroyed, hence all the combat. After that the reformation could be done in secret, as we see occur in the first episode of the 2nd Gig.

never looked at it that way. that's good take. definitely legitimizes the scenarios in the previous episodes in that case.
