Who leaked Section 9's undercover work to the press?

When Motoko impersonated The Laughing Man in order to get Serrano to confess and come forward about the truth of the cybersclerosis treatment, someone leaked this to the press, causing Section 9 to have to go underground.

I may have missed it, but I didn't catch who was responsible for doing that. Was it explained?

I think it was said or implied to be Yakushima who leaked the existence of Section 9 to the press to discredit them, since they were the ones making the big push against him. I wasn't sure that he specifically leaked the Serrano op though, just Section 9's existence and ops in general.
