it was the CIA who bugged the KGB, who in term bugged a hotelroom where a unknown woman (who was a kgb agent) was sleeping with an unknown man (who was a cia agent), while at the same time the CIA did not know exactly why the KGB bugged that room.

Or how else did they get the photo of the hotelroom and the recording if it wasn't from spying on the KGB?

What sort of a gestapo officer are you, saying somebody is innocent?

Remember when Matt Damon's character received a manila envelope..he opened it and there were photos and the tape..so yes, the Russians were bugging the room...after they set up the meeting of Edward Jr. and the Russian spy.
