Who in real life was Ulysses based on?

Does anyone have any ideas about whom the character Ulysses was based on? In general, above a certain point, high ranking KGB officers did not generally travel abroad very frequently compared to their CIA counterparts. I've searched but so far I haven't come across who it may be?

Ulysses is not based on anyone in particular.
