Yeah, WTF?! Sadly, in order to find out that information, you had to actually watch the commentary (which means watching the movie twice). Unfortunately for me: I did. :(

And what's with the directors cell phone going off in the middle of it?
When I heard a cell phone I looked around for someone in the room to answer their phone, then I realized it was coming from the TV and the director had left to answer the phone!
To answer the original question, the movie first has to be seen by enough people to be voted to the bottom 100. So to be in the bottom 100 people don't just need to give the movie a low rating, lots and lots of people need to give it a low rating.
