Sadly, there was a recent story about two kids at a nearby school getting their fingers cut off during a tug of war at school. Larger rope behind a boat can probably cut through a person pretty easily.

In reality it probably wouldn't. But it's possible. Friction from the rope rubbing against the same spot for extended periods would rip and tear the flesh. The spine on the other hand...
