It was because the governor thought Sparrow was attacking Elizabeth. Same as the Titanic scene where Jack saves Rose but when everyone showed up it looked bad. Also, I am sure everyone would know Jack was a pirate just looking at him. Respectable people don't walk around in those kind of clothing/hair styles.

Rose though they didn't know almost fell off the ship. They all knew Elizabeth fell off the ledge and into the water.

Doesn't change the fact Jack looked like and was obviously a pirate. A gentle Englishman like Governor Swan would have thought the absolute worst in Jack prior to getting the whole story.

It was not only considered right and moral to shoot anyone who'd torn off your daughter's dress, it was legal!

It was also considered right, moral, and legal to shoot your daughter if she was found with her dress torn off, so Elizabeth was lucky that day.

Because Sparrow has undressed her. In that scene she is in her underwear after the corset being taken off. Its just that underwear at the time period looked more covering than most party dresses now.
