The show wraps up basically perfectly. The Candyshop is effectively shut down, Lt. Hot Pants is in lots of trouble. End to a fun ride of a horribly failed experimental program. And then we warp to a dungeon for a dark teaser to nowhere. They should have left that crap on the cutting room floor.

My guess as to where they ended up:

Billie became a junkie again.

Van was reassigned to writing parking tickets. Until they realized he was useless there too (wahhhhhhh! I have to write a parking ticket to that (hot) girl just because she blocked a fire hydrant and delayed the firemen from having access to it when a fire broke out!) So they just fired him.

Deacon was promoted and became one of the city's top detectives.
