Something that seemed a little unconvincing as a plot point:
Why would Brother Justin waste time riding on a ferris wheel when his great moment that he'd been building up to for all that time was immediately at hand?
Could be, but still, why would he put off his BIG THING, the moment he had been preparing for for months, if not years, just to scare his sister for a few minutes?
He said it was the only way to flush Ben out. He knew it was a trap but was cocky enough to think he could handle whatever it was and it would lead him to Ben. He wasn't wrong, I guess.

There's also a back story that was hinted at, but never explained. A story about a little girl falling from the Ferris Wheel. I think there was more to the Ferris Wheel than we saw in that episode - we would have learned more in the future episodes that never happened.

I don't believe that was related. They already ran with that. On Jonesy's watch, one of the gondolas broke loose. They tried to blame the accident on him b/c he was seen drinking. It ultimately claimed one life. Ben saved the child for the mother's life. That incident directly leads Jonesy to the path of being by Ben's side for the show downn.
The Ferris Wheel ride was just to get Ben's attention and freak out his sister, whom he probably suspected of plotting against him with Reverend Norman.

Stroud tells a story about a little girl falling from a Ferris wheel. It's hinted that it has something to do with the relationship between Stroud and Justin, but we don't know what.
The Ferris wheel would have come up again in future storylines, if we had ever seen them. There's a reason it's so symbolic in the show.
