Driver of the 'Orange' taxi

I thought for sure that the weird driver of the orange taxi that drove Davey was Tim Roth in an uncredited role. But it turns out that he is an actor named TIM Plester.Did anyone else think that it was Tim Roth?

Does anyone know who wrote the Jazz music playing in the background of the taxi scene or what music album it comes from? I'd like to see if it's on an album of similar stuff, I'm hope someone oout there can help.
