I know this sounds cruel, but given the circumstances, should the hospital staff have abandoned Peter? After all, medical staff are desperately in needed elsewhere, and a boy suffering from cancer would have been a liability, tying down medical resources.

What's sad is that his parents are almost certainly dead since they couldn't be reached and never showed.
They wouldn't save a kid to be evacuated last. Or have a terminal child patient so near the main entrance (security) especially during winter (health)
