Shouldn't Caspers have turned into a zombie after dying in the house, just after losing her legs? She was, after all, bitten by them. Right?

Yep, but if you think that's a terrible plot hole then look at the fact that she's in the sequel alive and normal again with no apparent explanation.

I don't think biting was the cause of zombie'ism in this movie. I believe they took the bodies somewhere to be revived.

I was positive Casper wasn't bitten!!! I thought the zombies had axes, at least that is what it looked like and they hacked her legs off.
