I know Dale the Whale, the Shock Jock who made fun of Trudy's death, and the person responsible for her death are more than likely top 3. For me the astronaut was one villian I couldn't stand because he was such a smug asshole.

Dale The Whale was my first thought when I saw this thread, but he was a recurring character so had more time to develop.
The Shock Jock was a good one. He was awful, and I loved when Monk beat him up. Also, the astronaut was so slimy. He had the best alibi in the world, but you knew he'd done it somehow.
I'd also add Julian Hodge. The character Malcolm McDowell played in Mr. Monk Goes To A Fashion Show. He was so arrogant, and thought he'd got away with it.
