I never quite understood how Sam fit into the story

His death prompted Kate to become an outlaw, rob Stanley's great-grandfather, and bury the loot in the desert - which is what they're digging for throughout the course of the story.

I guess it's just a symbolic thing. He was a good person killed by human bigotry so everything stopped growing there.
shareI believe it was part of the curse, put upon both the town AND the Yelnets/Zeroni family until peace was achieved by uniting the two. The fact it was a drought is an ironic twist on the fact that Sam was killed in the water on the lake. This is from what I remember anyway, could be wrong...

I had assumed myself that Sam was the grandfather of Zero, the son of Madam Zeroni, the son that went to America. If not her son, than maybe her son's son, assuming that if Sam was murdered than the family blood could be passed on by a sibling.
I would assume since she is very wise, that if there is a God or some powerful force, that it would be the reason she is psychic and the reason Sam had magic onions. But more to the point, why God would punish the town for his death.
Others have suggested that it was simply because he was an innocent man, or God works in mysterious ways, like simply setting forth the curse by sacrificing Sam to show their sin or whatever, but I think that's petty and not fair to all the other men who have been murdered for kissing outside their race. Sam has to be a bit special, and I think being a Zeroni by blood if not by name is a good reason to execute this curse.
Sam also suggested that he has been around for as long as that horse May Lou, nearly 100 years old. Maybe that's all talk or maybe their family and their knowledge of God's gifts are truly magically.
But I didn't read the book, so I might be pushing further than the author even thought it out. I'd like to think a God wouldn't be so petty to orchestrate Sam's death to unite two families. I'd like to think it was the curse of screwing over the Zeroni family once too much that let that town dry up, and why there was only water accessible from a long journey up a mountain, where you are too survive under God's Thumb.
not once did i think sam might be related to the zeroni family. it's an interesting thought but i still don't think there is any connection there. for example, madame zeroni was gypsy if i remember correctly and there no hint to sam having anything other than black ancestry

In the book when Kate and Sam are caught kissing the woman said "God will punish you"
But then Sam was killed by the townspeople and not a drop of rain fell. Why? Well the book says it all. "So who did God punish?"
I guess you can say that the curse on the town came from God, punishing them for killing an innocent man for doing nothing wrong. The "curse" was lifted when the wrongs were righted by Stanley finding the treasure before the Warden thereby something good coming from Kate's misdeeds (the Yelnats got their fortune all along)
Its a movie. A story. Stop reading into it so much.

And, even if it was just a movie, if you take that "What does it matter? I's just a movie!" attitude, then why does anything in the movie matter? Why even try to have a coherent plot-line or worry about logic if "What does it matter? It's just a movie!"
Heck, why not have the Gila Monsters dig the holes? If Sigorney Weaver fvcks with him, Shia LeBeouf can just zap her with his heat vision.
Where did the heat-vision come from? Who cares? It's just a movie.
his boat crashed with all the jars of peaches in it which allowed Zero to survive when he ran away
and Sam was selling onions as a miracle cure tonic thing and he explained that onions protect you from lizard bites, and this explains why stanley and zero could stay all night in the hole and not get bitten after living off onions for several days
When I read this, everything made sense.
