It was released in 2003. But I am going to put my money on, no way was it made in 2002 - 2003.

Look at the License plates on the cars all over the movie..

You've got a good eye, but you would lose that bet. What you are seeing our prop plates since the film was made in Toronto, Canada. I saw them filiming when they were there and it was May of 2002.
