I think part of the "Mrs. Clause" said it had to be true love. So using magic would've been against the rules. (And I didn't catch all of the part when Santa asked Cupid to hit someone with one of his darts. There was some reason it wasn't allowable.)

Because love relies on free will; you can't control it. By forcing magic and forcing a decision on someone takes all the purity and passion out of it. It's like loving a zombie it would be right and kharma wouldn't like it.
I'm sure Scott would have never used magic if he could have unless he just couldn't get anyone. He knows better than that.
